Delegate from Newport News districts sponsored the bill, testifying that it aligns local options with peer cities. No amendments have been proposed yet.

Stakeholders on both sides monitor progress. Development advocates see potential for housing incentives, while taxpayer groups call for caution on rate disparities.

Virginia’s property tax framework emphasizes local assessment uniformity, with state oversight via the Department of Taxation. Split-rate adoption remains rare, confined to approved areas.

As the 2026 General Assembly session advances, HB 261 highlights ongoing discussions on local fiscal tools amid statewide affordability concerns.
