Loudoun County Board to Review Grant Initiative for Broad Run Farms Water Connections
Loudoun County, Virginia, is governed by a nine-member Board of Supervisors consisting of Chair At-Large Phyllis Randall, Vice Chair Michael Turner of the Ashburn District, Juli Briskman of the Algonkian District, Sylvia Glass of the Broad Run District, Caleb Kershner of the Catoctin District, Matthew Letourneau of the Dulles District, Kristen Umstattd of the Leesburg District, Laura TeKrony of the Little River District, and Koran Saines of the Sterling District.
The Loudoun County Board of Supervisors will address a Board Member Initiative during its October 6, 2026, business meeting focused on the Broad Run Farms Waterline Extension Project. The proposal, originating from Chair Randall's office, directs staff to research and apply for state and federal grants if suitable opportunities arise. The goal is to reduce the financial impact on residents required to connect to the Loudoun Water system.
Details of the Proposed Initiative
The initiative calls for staff to explore funding sources, including potential opportunities through the National Association of Counties, and to seek guidance from that organization on additional grant options. Staff would then return to a future Board meeting with updates on grant applications submitted, any awards received and their amounts, discussions with the National Association of Counties, and other relevant information. No known issues have been identified with the proposal at this time.
The fiscal impact remains undetermined pending further research into available grants. The recommendation from Chair Randall is for the Board to approve the initiative to proceed with these efforts. This step follows a community meeting held by Loudoun Water on September 2, 2026.
Context from the Community Meeting
During the September 2 meeting, Loudoun Water presented information on construction timelines, road closures, and connection costs to residents. Attendees raised concerns about the expenses, which include a water availability fee of $8,592, a meter fee of $730, and an inspection fee of $360, for a total of $9,682. These amounts are based on current rates approved by the Loudoun Water board, with notes that home plumbing conditions and potential future rate changes could increase costs further.
The project addresses water service needs in the Broad Run Farms area linked to the Hidden Lane Landfill Superfund site. County involvement includes extending service to portions not covered by federal projects, with construction expected in coming years. The initiative aims to support residents, many of whom are seniors on fixed incomes, in managing these requirements.
The Board will consider the draft motion to approve the staff directive and reporting requirements. Updates on progress would inform future decisions on supporting the community through external funding mechanisms.
