Loudoun Supervisors Vote 7-1-1 to Advance Yearlong Data Center Application Pause

Loudoun County supervisors voted 7-1-1 on Sept. 16 to advance a proposal pausing action on new data center applications for up to 12 months.

The vote directs staff to draft a resolution for a later final vote expected in October. Supervisor Kristen Umstattd opposed the measure and Supervisor Caleb Kershner abstained. Chair Phyllis Randall said the step is not an indefinite moratorium but a window to develop new laws addressing community impacts.

County attorneys advised that an indefinite freeze would not be legal and that any pause must be time-limited and apply only to new applications. Residents continue to clash with Dominion Energy’s Golden to Mars transmission project linking substations in eastern Loudoun.

Loudoun hosts more than 250 data centers and remains the epicenter of Virginia’s data-center debate as power infrastructure fights intensify.
