Two daughters and a grandson: The Lucas family members charged, and the gun count

Three of the seven people charged alongside state Sen. Louise Lucas are her relatives. Here is what the federal indictment unsealed Oct. 22 alleges about each of them. All are presumed innocent.

Lisa Lucas-Burke

Who she is: Lucas' daughter and a former Portsmouth City Council member. She ran unsuccessfully for mayor in 2024, losing to Mayor Shannon Glover, and is a 2026 candidate for City Council, according to 13News and Ballotpedia. The indictment describes her as an employee of Lucas Lodge, a family company, who "conducts business on behalf of Lucas Lodge and The Cannabis Outlet."

Charged in: Counts 1–5. These are racketeering conspiracy, marijuana distribution conspiracy, money laundering conspiracy, conspiracy to commit honest services fraud, and maintaining a drug-involved premises at 1215 High St. in Portsmouth. She and her mother are the only family members charged in Count 4, the bribery-based count.

Alleged acts include:

  • opening The Cannabis Outlet with her mother in 2021
  • paying a supplier $6,600 by a Virginia Freedom Life check in April 2022 that was returned for insufficient funds
  • reporting a September 2024 burglary at the store to Portsmouth police, along with her nephew, listing about $3,000 in missing marijuana products
  • telling an unnamed co-conspirator on a Jan. 31, 2026, group call that the store's product was "not hemp, it's THC"
  • joining two March 11, 2026, calls between her mother and unnamed Virginia legislators
  • telling her mother on March 27, 2026, that Hudson was coming with the "stuff"

As of this writing, AVN had not confirmed whether her council candidacy has changed since the indictment.

Theresa Lucas-Lamb

Who she is: Lucas' other daughter and the former manager of The Cannabis Outlet. According to the indictment, she was "forced out of the business by her mother in the Fall of 2024." In 2021 she registered Backyard Entertainment LLC at 1214 County St.

Charged in: Counts 1, 2, 3 and 5.

Alleged acts include: texting a supplier in October 2022 about payment and saying she "needed more flower"; paying for roughly 100 pounds of marijuana partly with $52,000 in checks; and receiving nine payments totaling $23,900 from Prince Albert William Hudson III's Agri-Carter account between July and November 2025.

Ryan Eichelberger

Who he is: Lucas-Lamb's son and Lucas' grandson. He took over as store manager after his mother left, according to the indictment.

Charged in: Counts 1, 2, 3, 5 and 7.

Count 7, the firearm count: The indictment alleges that on or about May 6, 2026, the day agents executed search warrants, Eichelberger, "aided and abetted by others known and unknown, did knowingly possess a firearm in furtherance of" the marijuana conspiracy in Count 2. He is the only defendant charged in Count 7. The indictment does not describe the weapon or say where it was found. DOJ said agents recovered firearms at both The Cannabis Outlet and The CBD Shoppe.

Other alleged acts: telling an undercover officer on Oct. 31, 2025, that a new load of "product" was due Nov. 3; texting Tameka Johnson for "flower"; and telling his grandmother on April 28, 2026, that his sources would be "(UCC #2) and -- and Prince and Tameka."

The family's political money

Campaign finance data compiled by the Virginia Public Access Project, captured Oct. 22, shows the family's political and business ties overlapping:

  • VPAP's top-donor page for Lisa Lucas-Burke lists $351,803 from Lucas for Senate, her mother's committee. That is by far her largest source.
  • Lucas Lodge LLC gave $19,838, Lucas Hospitality $5,000, and Southside Direct Care Provider LLC $5,000. VPAP's summary of Louise Lucas' own disclosures lists all three entities as sources of wages.
  • In the cycle VPAP displayed, Lucas for Senate gave $10,000 to Lucas-Burke's City Council committee, out of $44,500 in total giving shown.

These are legal political contributions as reported. The indictment does not allege they involved drug proceeds. Lucas Lodge is described in the indictment as "portrayed as being a health care provider for adults with intellectual challenges."

Lucas has called the case political intimidation. Statements from the other family defendants or their attorneys were not available for this draft.

Source note: Allegations come from U.S. v. Lucas et al., No. 4:26-cr-00075 (E.D. Va.), Doc. 3 (General Allegations ¶B, F, J, N; Overt Acts ¶¶2, 8, 10, 18, 21–23, 61–78, 93, 103–104, 106, 110; Counts 1–5, 7) and the DOJ press release (Oct. 22, 2026). Lisa Lucas-Burke's political background is from 13News and Ballotpedia via our research brief. VPAP figures were captured Oct. 22, with some pages later returning 403 errors, and need a live recheck. Lucas Lodge also shows $10,000 on its own donor page, and that should be reconciled with the $19,838. Fact gaps: We have not confirmed Lucas-Burke's ballot status after the indictment. The firearm type and location are not stated. We have no defense counsel statements.
