Stephanie Minter's mother tells House panel 'a system failed my daughter'
The mother of Stephanie Minter, who was fatally stabbed at a northern Virginia bus stop in February, told a House subcommittee in May that "a system failed my daughter," according to a House Judiciary Committee staff report released Oct. 20.
The report says Abdul Jalloh, whom it identifies as an illegal immigrant, stabbed Minter to death in February 2026. News coverage the report cites placed the killing in Hybla Valley. Citing news reports, it says Jalloh had more than 40 past charges in Fairfax County and that Descano's office dropped charges "in almost every case." His history included an alleged rape in 2018, four alleged stabbings and two alleged assaults, the report says. It also says the sheriff's office repeatedly released him despite ICE detainers.
Police warning. The report reproduces a Nov. 15, 2025 email from Fairfax County Police Maj. Jeffrey Mauro to Chief Deputy Commonwealth's Attorney Jenna Sands. Sent after Jalloh was released from jail, the email warned that "it is not a question of if, but rather when [Jalloh] will maliciously wound (or worse) again."
Testimony. In written testimony to the subcommittee in May 2026, Cheryl Minter said:
"I am not here for politics. I am here for accountability. I am here because a system failed my daughter. If not for these failures, I could be sharing a cup of coffee with Stephanie this morning, rather than speaking with you all today."
She also said: "Compassion should never come at the cost of public safety. ... We must make sure that people who are dangerous are not released back into our neighborhoods."
Recall effort. Citing news coverage, the report says Cheryl Minter is "working with groups to begin a recall campaign against" Descano, whom she has described as "as dangerous as the criminals themselves." One of Stephanie's brothers is quoted as saying Descano "completely failed Stephanie."
The report says Descano, in a Sept. 7, 2026 letter to the committee, attributed the lack of prosecution in Jalloh's earlier cases to one victim and two witnesses.
The report was prepared by the committee's Republican majority staff and relies in part on nonpublic records the committee says are on file with it. Those records have not been released. All News Virginia has requested comment from the Fairfax County Commonwealth's Attorney's Office and will update this story if it responds.
