The House Judiciary Committee's interim staff report on Fairfax County, released Oct. 20, names 23 non-citizens whose cases its staff reviewed. Each had an ICE detainer or a request for advance notice of release. The report says "the majority" are presumed to be at large somewhere in the United States.

The descriptions below are the report's summaries, based on ICE information, sheriff's office records and Fairfax court case numbers it cites. The charges listed are allegations. Dropped charges are not findings of guilt.

  • Jean Pol Yapura Sanchez (Bolivia): charged with abduction by force, unlawful wounding, strangulation, three counts of assault and battery and damaging a phone line to prevent a 911 call. ICE lodged a detainer in June 2025. The report says every charge was dropped and he was released. He was arrested again in February 2026 for assault and battery on a family member and is presumed at large.
  • Harold Isaias Alvarado Vigil (El Salvador): a felony failure-to-stop charge was dropped after a January 2025 detainer. Less than a year later a carjacking charge was dropped. He was rearrested in May 2026 for destruction of property.
  • Josue Israel Bojorge Miranda (Nicaragua): three detainers between January and June 2025. The report says he was charged with 39 crimes between August 2024 and April 2026, and that a felony robbery charge was reduced to misdemeanor assault and battery.
  • Jose Medardo Sanchez Montoya (El Salvador): removed at least four times and arrested at least 15 times in three states. The report says a 2023 aggravated malicious wounding charge was dropped.
  • Ernest Dankwa Berkoh (Ghana): roughly 40 arrests in Fairfax County. The report says the office dropped more than 25 charges against him.
  • Gelver Oviel Vallecillo Romero (Honduras): strangulation, assault and battery charges dropped after a January 2025 arrest. He has a final order of removal and is presumed at large.
  • El Moctar Mohamed M'Bareck (Mauritania): charged in April 2025 with felony abduction with intent to defile after a woman said she was forced into a car. The charge was dropped, he was released despite a detainer, and he is presumed at large.
  • Jiaxing Feng (China): the report says more than 50 charges were dropped, including 27 counts of possessing a fake ID. The one remaining felony identity theft count was reduced to misdemeanor trespassing, with a 30-day suspended sentence. He is presumed at large.
  • Bryant Gilberto Ayala Rivera (El Salvador): fentanyl distribution, concealed weapon and machete-brandishing charges were dropped, according to the report. He was arrested twice in August 2026, has a final order of removal and is presumed at large.
  • Maximilliano Cabrera Marquez (El Salvador): a January 2025 strangulation charge was dropped. He is presumed at large.
  • Kenia Rebeca Vaquerano-Amaya (El Salvador): arrested at least 10 more times after an April 2025 ICE request, with nearly every charge dropped. She was removed in July 2026.
  • Dominic Rivera Villanueva (Guatemala): arrested in February 2025 at a northern Virginia elementary school where students reported seeing a man with a handgun. Another man was charged with brandishing. Rivera Villanueva's felony destruction charge was reduced to a misdemeanor. He was removed in January 2026.
  • Ahmed Babiker Elkhalifa (Sudan): final order of removal from 2023. Assault and larceny charges were dropped, and he is presumed at large.
  • Dirlo Alexander Castro-Hernandez (Honduras): more than 50 Fairfax charges, nearly all dropped, the report says. He was removed in September 2025.
  • Jose Dagoberto Gomez Carranza (El Salvador): described as a documented MS-13 member, arrested 19 times in Virginia and D.C. in three years. He was removed in May 2026.
  • Estefany Esmeralda Aldana Chavarria (El Salvador): an assault-on-officer charge was dropped. She was removed in May 2026.
  • Tenneh Samura (Sierra Leone): felony abduction and mob assault charges were dropped. She is presumed at large.
  • Khanh Ngoc Le (Vietnam): a felony drug charge was reduced to a misdemeanor, and he had numerous earlier charges dropped. He is presumed at large.
  • Yoani Martinez Alberty (Cuba): 2023 rape and assault charges were dropped. He was removed in October 2025.
  • Menas Abade Velasquez (El Salvador): an attempted malicious wounding felony was dropped.
  • Wilmer Elijio Paxtor Maldonado (Guatemala): attempted breaking and entering, peeping, failure-to-appear and resisting charges were dropped. He is presumed at large.
  • Cristian Alejandro Maradiaga Poso (Honduras): released on bond after a malicious wounding arrest. He was removed in March 2025.
  • Fabricio Mateo Delgado Gonzalez (El Salvador): a felony malicious wounding by mob charge was reduced to misdemeanor assault, with 11 months in jail and all but one month suspended. He is presumed at large.

The report says this list comes from an initial review of a small subset of cases, mostly people released from the jail from about January through June 2025, and that the review is ongoing.

The report was prepared by the committee's Republican majority staff and relies in part on nonpublic records the committee says are on file with it. Those records have not been released. All News Virginia has requested comment from the Fairfax County Commonwealth's Attorney's Office and will update this story if it responds.
