David Reid House Bill 182 on High School History Substitutions Clears Assembly
RICHMOND, Va. — House Bill 182, a measure altering high school graduation requirements by permitting substitutions in history and social studies credits, has successfully navigated the Virginia General Assembly and now awaits action from Governor Abigail Spanberger. The bill, introduced by Delegate David Reid of the 28th District in Loudoun County, seeks to provide students greater flexibility in fulfilling their educational mandates.
The legislation specifies that the Board of Education must allow any student to replace the World History I course or the World Geography course with either the African American History course or the Advanced Placement African Studies course. This substitution is conditional upon the course’s availability to the student and the completion of a passing score on a local alternative assessment or an equivalent Board-approved exam. Importantly, students opting for this change would not need to earn a verified credit in the original World History I or World Geography courses to graduate. The Board is directed to update its regulations accordingly.
Prefiled on January 7, 2026, and formally offered on January 14, HB182 was referred to the House Committee on Education. The K-12 Subcommittee recommended reporting it with a substitute on January 27 by a 7-3 vote, followed by the full committee’s 14-7 approval on January 28. The House passed the bill on February 3 with a 63-34 tally after second and third readings on February 2 and 3, respectively.
Sent to the Senate, it was referred to the Education and Health Committee on February 4. The committee reported it with a substitute on February 19 by a 9-6 margin, including an amendment. The Senate dispensed with some readings, passed it with the substitute on February 23 by 22-16, and engrossed the version. The House then agreed to the Senate substitute on February 25, 65-32.
The bill underwent several fiscal impact reviews from the Department of Planning and Budget, issued on January 27, January 29, and March 2. Both chambers adopted committee substitutes: House Education’s on January 28 (26106201D-H1) and Senate Education and Health’s on February 19 (26108217D-S1).
Notable for its partisan undertones, HB182 drew unanimous opposition from House Republicans on the critical February 25 concurrence vote, where 64 Democrats and just one Republican voted yes, while all 32 no votes came from Republicans. Earlier House passage saw a similar divide at 63-34. In the Senate, the 22-16 passage reflected comparable resistance. This near-unanimous Republican rejection in the House underscores deep concerns among GOP delegates regarding the potential dilution of core curriculum elements essential for a well-rounded education.
World History I typically encompasses ancient civilizations, medieval Europe, and early modern global developments, providing students with a broad foundation in human history beyond national borders. World Geography offers critical insights into physical and human landscapes worldwide. Republican lawmakers’ steadfast opposition signals a commitment to preserving these foundational courses, ensuring Virginia students gain comprehensive knowledge of global events, cultures, and geographies vital for informed citizenship and future success.
The bill’s journey highlights ongoing debates in education policy, where flexibility for specialized studies clashes with demands for standardized, rigorous requirements. With Democrats holding majorities in both chambers—64 in the House and a slim edge in the Senate—the measure advanced amid these divisions. Both the House Speaker and Senate President signed the enrolled version on March 2, marking it ready for the governor’s desk.
Governor Spanberger, who assumed office following the 2025 elections, faces a decision that could reshape high school diplomas across the commonwealth. No specific timeline has been announced for her review, but with the session winding down, action is anticipated soon. Should it become law, school divisions will implement changes for the Board of Education’s regulations, potentially affecting course offerings and assessments starting in the next academic cycles.
This development comes as Virginia’s education system continues to evolve, balancing innovation with tradition. The strong Republican pushback emphasizes priorities like maintaining intellectual breadth in social studies, preparing students for college, careers, and civic duties through exposure to diverse historical narratives on a global scale. HB182’s fate now rests with the executive branch, where its implications for thousands of students hang in the balance.
