Virginia Man Flees Country After Weekend Pass from Mental Facility

Abdulloi Toshpulodzoda departed the United States on a one-way flight to Tajikistan while on an approved 48-hour pass from a state mental health facility. Court records show he had been committed to the Northern Virginia Mental Health Institute after a not guilty by reason of insanity finding in the 2019 killing of his landlord. The incident occurred in Fairfax County, Virginia.

Background of the Case

In 2019, Toshpulodzoda was charged with second-degree murder in the death of Mohammad Hemmatian in Vienna. Police responded to the scene and found Toshpulodzoda covered in blood. He was later found not guilty by reason of insanity and committed to state custody in 2022.

The Northern Virginia Mental Health Institute issued the community pass on July 6. Toshpulodzoda did not return as required on July 8. Instead, he proceeded to Dulles International Airport and boarded a flight to his native Tajikistan via Istanbul.

Legal and Administrative Response

A bench warrant was issued following his failure to return. Virginia State Police and federal authorities were notified of the escape status. The Fairfax County Commonwealth Attorney’s office noted that the insanity finding meant the Commonwealth could not secure a conviction at trial.

Toshpulodzoda had been under the custody of the Virginia Department of Behavioral Health and Developmental Services. The facility followed standard procedures for graduated privileges under state law. Reports confirm the one-way ticket was purchased under his name.

Current Status and Ongoing Proceedings

Toshpulodzoda remains at large following the international departure. Court documents filed in August detail the sequence of events leading to the flight. The case has prompted review of pass issuance protocols at the mental health institute.

No additional charges have been specified beyond the existing warrant at this time. The matter involves coordination between state mental health officials and law enforcement agencies. Updates from Fairfax Circuit Court continue to track developments in the case.
