Zoning Request Filed for Proposed 200-Acre Nunnally Village Project in Western Chesterfield County

With plans for its anchor hospital recently made public, a sizable mixed-use development in western Chesterfield is beginning to show additional signs of momentum.

A rezoning request was filed earlier to tee up Nunnally Village, a 200-acre project at the intersection of Hull Street and Otterdale roads from local developer Ed Nunnally and Henrico-based private equity and real estate firm Markel | Eagle Partners.

Ricky Core, a principal at Markel | Eagle, said the project’s commercial square footage and residential unit count were still being finalized, but discussions were underway with a range of potential users, including grocery stores, medical providers, fitness centers and local and out-of-town restaurants.

The only potential commercial tenant at the project that’s been publicly disclosed to date is health system HCA, which last month filed an application seeking state regulatory approval to be build a $260 million, 60-bed hospital on 24 acres at 16100, 16300, 16500 Hull Street Road.

Submitted proffered conditions for Nunnally Village describe the maximum density of the project as 400 single-family attached and detached homes and 600 multifamily units; up to 400 medical beds split evenly between hospital and assisted-living facilities; 140,000 square feet of medical office; and more than 200,000 square feet of retail and restaurant space. Those figures were provided as density maximums to be used for a traffic impact study.

Multi-use parcels would occupy areas of the project site closest to Hull Street and Otterdale roads. Residential areas would be set back toward the northwest of the site, and separated from the multi-use areas by a linear park and wetlands, according to a July concept plan.

The plan also shows three vehicular access points to the development via Hull Street and three vehicle entrances on Otterdale. The developers would proffer the construction of a new westbound travel lane on Hull Street Road along the site’s frontage.

The zoning case is being reviewed by county staff. Core said there wasn’t a timeline yet on when it would go before the planning commission. The zoning request would need to ultimately be OK’d by the Chesterfield Board of Supervisors, which would render a verdict following the commissioners’ review.

Nunnally Village was announced in March of last year. Core has previously said the project would be similar to Markel | Eagle’s GreenGate development in western Henrico, which he described as “a high-end, mixed-use experience focused on a restaurant village with local restaurants.”

The Nunnally Village site consists of 16100 Hull Street Road and other parcels that are owned by an LLC tied to Markel | Eagle and the Nunnally family, which plan to develop the project in a joint venture. The undeveloped site is in a growing area of Chesterfield and surrounded by the Magnolia Green subdivision to the west, Harpers Mill to the south and Cosby Village to the east.

Ellen Long and Robert Marshall of Taylor Long Properties have been tapped to handle commercial leasing at the project.

Richmond-based landscape architecture firm Cite Design is part of the project, according to filings made with the county.
