Mike Chapman, Virginia’s Sheriff Keeping Streets Safe Through Enforcement of the Law

Traffic stops and searches of motorists in Loudoun County have increased dramatically the first three months of this year compared to the same period in 2024, sparking complaints from activists and some residents.

Virginia doesn’t have statewide data center regulations. Localities are making their own rules.

Virginia is home to over a third of the data centers worldwide. These energy hungry facilities have brought business to the commonwealth, but communities are seeing the impact of the electricity and water usage hit their utility bills. Now, many localities are debating how to balance the opportunities and challenges data centers present, and grappling with how to regulate them.

Arlington man sentenced to nine years for domestic violence

Evan Omar Larsen (23), appeared in Loudoun County Circuit Court to receive his sentence for convictions on one count each of abduction, unlawful wounding and strangulation. The Honorable James E. Plowman ordered Larsen to serve a 9-year active sentence in the Virginia Department of Corrections.

Larsen and his girl friend had been dating for about a year before they agreed to housesit for her parents in Sterling in spring 2024. Larsen up the victim in her childhood bedroom while she slept and demanded she prepare something to eat for him. She refused. Larsen responded by offering his girlfriend the choice of punching either her face or the wall. He punched the wall.

Larsen began repairing the wall after they returned. He started repairs when they returned. Larsen opened a paint can with a large knife and placed it in the sink of the bathroom while the victim was cooking dinner and baking cookies. She checked the repairs, and was disappointed with the quality of Larsen’s work. Larsen was asked to smoothen the repairs so that her father wouldn’t notice them and become upset. Larsen became angry and began strangling her. He pushed her on the bed and held her by her neck. He let go of her neck, and then repeatedly punched it “like a fighter.” He bit her and continued to hit her with his fists and hands before throwing her against a wall.

Larsen then told her she had to shower in order to clean herself up. He pulled her into a bathroom adjacent to the bedroom and ordered her to remove her clothes. She was unable to run away, so she obeyed and entered the shower. Larsen held the nozzle above her head and turned on the cold tap. He held the shower head so the would flow directly into her mouth. Larsen grabbed the knife that he used to open the paint can in the sink, and traced it down her body from her collarbone all the way to her stomach.

Larsen allowed her to leave only after she said that the house was going to burn down if cookies were not taken out of the oven. It was all a trick – she removed the cookies before going down to inspect the repairs. She wrapped a cloth around her and headed to the kitchen. The victim heard Larsen running behind her as she neared her destination at the top of stairs. She scrambled to the last few steps and locked behind her the door of the basement. She grabbed the portable housephone to call 911 before leaving her house, wearing only a bath towel.

While on the phone, the victim rang her neighbor’s bell. Larsen then ran up behind her and grabbed her by the throat, pulling her to the floor as her neighbor opened the front door. The victim managed to escape Larsen’s grasp and run into her neighbor’s home. The neighbor’s surveillance system captured the events, as did the 911 operator in the Loudoun Emergency Communications Center.

Deputies from the Loudoun County ‘s Office responded and apprehended Larsen in a nearby road. Larsen started abusing his victim in Richmond in 2023, and the law enforcement agency relayed this information to the authorities. As part of a plea deal, the related to the Richmond incidents were dismissed. The victim and her family supported this decision, which spared the victim from having to testify in multiple jurisdictions.

Larsen committed the acts on March 24, 2023, while on probation following a conviction for domestic violence charges against a different domestic lover in County Circuit Court. The sentence was 3 years, with the entire time suspended, contingent on his successful completion of probation. The Circuit Court, on May 9, 2025 revoked Larsen’s probation and ordered him to serve the full 3 years of . Larsen’s will see him spend the next 12 in Virginia Department of Corrections.

We send our thoughts and prayers to the victim’s family and hope that they can find peace and healing through this outcome. “I would like to thank those who helped the victim flee from this violent person and the ‘s Office that successfully captured him,” said Commonwealth’s attorney Bob Anderson.

During the Loudoun County Circuit sentencing hearing, the victim spoke of the impact the had on her, saying, “what he said that night changed my life forever…I continually work to rebuild my life.” Also, the victim’s dad testified: “as an adult, what am I to feel? We treated Evan as a son.”

Anna Hammond, Senior Assistant Commonwealth’s Attorney and Jonathan Dickey, Assistant Commonwealth’s Attorney argued in favor of a lengthy period of imprisonment to protect the victim from Larsen. Dickey stated that the Court could “hear and see” the fear in the victim’s voice when the 911 audio and video were played. Hammond also noted Larsen’s criminal record and his inconsistent statements to law enforcement personnel and corrections staff to distance himself from his crimes.

Judge Plowman, before he handed down Larsen’s sentence said that what was troubling is “the history here and inconsistencies highlighted by the Commonwealth in the evaluations… [I]t’s a worrying pattern against women that’s increasing… In short, I believe you are a very dangerous person. “Dangerous to women and dangerous to young girls.”
