A recent clause in the Loudoun County Public Schools' (LCPS) collective bargaining agreement (CBA) with the Loudoun Education Association (LEA) has sparked outrage among parents and local Republicans, who argue it undermines elected oversight by granting the non-elected teachers' union authority to make contract changes without School Board approval.

Loudoun Board of Supervisors Revises Rules of Order, Limits Freedom of Speech

The Loudoun County Board of Supervisors has adopted revisions to its Rules or Order (PDF) designed to streamline Board meetings. At its March 18, 2025, business meeting, the Board voted to:

  • Eliminate the 5:00 p.m. public input session held during the second business meeting of the month. This session of up to 16 minutes of public comment was established in 2014 to accommodate seniors who did not want to or were not able to drive after daylight hours. This was prior to the advent of the availability of remote, electronic public comment, an option for residents that was established during the recent pandemic.
  • Reduce the amount of time allotted for each member of the Board of Supervisors to provide comments, updates and disclosures from five minutes to three minutes. This is intended to reduce the overall duration of a typical business meeting.
  • Clarify that the deadline for a member of the Board to make a request to participate remotely in a meeting is noon on the day of the meeting. The previous language was “at least five business hours prior to the meeting.”

These changes will be implemented at the next business meeting, which is scheduled on Tuesday, April 1, 2025.

The Board of Supervisors holds business meetings on the first and third Tuesday of the month at 4:00 p.m. The Board’s monthly public hearing is held on Wednesday of the week following the first business meeting of the month at 6:00 p.m. Information on how to sign up to speak during the Board’s meeting is available online at loudoun.gov/SignUpToSpeak. Dates and times of the meetings of the Board and its standing committees are posted on the Loudoun County calendar at loudoun.gov/calendar.
