Traffic stops and searches of motorists in Loudoun County have increased dramatically the first three months of this year compared to the same period in 2024, sparking complaints from activists and some residents.

Virginia doesn’t have statewide data center regulations. Localities are making their own rules.

Virginia is home to over a third of the data centers worldwide. These energy hungry facilities have brought business to the commonwealth, but communities are seeing the impact of the electricity and water usage hit their utility bills. Now, many localities are debating how to balance the opportunities and challenges data centers present, and grappling with how to regulate them.

Loudoun County Board of Supervisors ratifies collective bargaining agreement with SEIU

The Board of Supervisors, at its meeting on April 1, 2025 ratified the tentative (CBA) agreement between the Service Employees International Union 512 (SEIU Virginia 512) and the government. This CBA will take effect on July 1, 2025. The Board of Supervisors ratified the tentative collective bargaining agreement (CBA) between the Service Employees International Union (SEIU) Virginia 512 and the Loudoun County government, with an effective date of July 1, 2025.

This is the second CBA to be ratified in the county following an amendment to Virginia’s Code of Virginia that allows collective bargaining for public employees as a local option and the Board’s adoption of a Collective Bargaining Ordinance and an amendment to Virginia’s Code of Virginia in December 2021 that allowed for collective bargaining to be offered to public employees. This is the county’s second CBA. The Board ratified a CBA in May 2024 between the International Association of Fire Fighters Local 3760 and the Loudoun County Government (PDF).

The CBA between Loudoun County, SEIU Virginia 512 and Loudoun County has an estimated cumulative fiscal impact of $42,8 million over three year above the baseline pre-contract (the status quo in pay, benefits and provisions as of Fiscal Year 2025). The Board adopted the FY 2026 on April 1, 2025. This includes funding for the costs associated with the CBA’s first year.

The CBA contains provisions that:

  • Wages and Supplemental pay: Increases in the General Workforce Pay Plan and merit increases for each of the three next fiscal years. Revised values of supplemental pay including a bilingual pay allowance and differentials for evening and night shifts, effective in FY 2026.
  • Union Activities A Union leave bank of 1,500 hours per year for union business including attendance at conferences, seminars and other union activities.
  • Annual leave: Increase in annual leave accrual rate of 0.5 hours per pay period to all employees eligible for leave who are authorized to work at minimum 20 hours per week.
  • County Matching Contributions : Increase in the county’s contribution to employee contributions for the 457(b deferred compensation plans.

SEIU Virginia 511 was certified as the exclusive agent of the General Government Bargaining Unit in March 2024. The Board must approve the fiscal provisions of the CBA in future fiscal years during the annual budget approval and development process. The Board adopts the fiscal year budgets every April.
