The 2025 election season in Virginia is officially underway — and the landscape is coming into sharp focus after last week’s filing deadline for the June 17 primaries.

Five candidates eye Richmond mayor’s seat

voters will be picking a new mayor Nov. 5 to replace Levar Stoney who has served as the city’s mayor since 2016, but is ineligible to run again due to term limits. Stoney is running to be the Lieutenant Governor of in 2025.

Andreas Addison, 40, is the only person running for mayor who is an active member of Richmond’s City Council. He represents the 1st District. Addison is also the owner of Pure Fitness RVA, and an adjunct professor at the .

Dr. Danny Avulda, 46, Avula is a medical doctor who is most known for his role as the coordinator of the state’s COVID vaccination effort. He also served as the director of the Richmond and Henrico Health District.

Michelle Mosby, 55, represented the 9th District from 2012-2016 and served as City Council president. This is her second attempt to run for mayor – she also ran in 2016. Mosby runs a nonprofit called the Help Me Help You Foundation, which helps the formerly incarcerated reintegrate into society.

Harrison Roday, 33, founded the nonprofit Bridging Virginia, which provides assistance in starting and growing small businesses, with an emphasis on historically marginalized communities. Roday previously worked for Senator .

Maurice Neblett, 35, is a self-described entrepreneur and community organizer. At mayoral forums, he has described growing up in public and group homes after losing both parents at an early age. 

Richmond voters will also pick a new city council next month as all nine district seats are on the ballot. The nine-member council proposes and amends local laws, works on the city’s budget, helps set policies and appoints members to city boards and commissions. They serve four-year terms.

1st District — West End

Three men are vying for the seat vacated by Addison.

  • Andrew “Gumby” Breton is a local organizer and president of the Mary Munford PTA.
  • Zac Walker is the former president of the Monument Avenue Park Civic Association.
  • Paul Goldman is a former adviser to Mayor Douglas Wilder and a frequent critic of City. Hall

2nd District — North Central

Katherine Jordan is seeking her second full term and is running unopposed.

3rd District — Northside

  • City Council Vice President Ann Lambert is seeking her second full term in the seat.
  • Kenya Gibson serves the 3rd District on the Board and is a local advocate.
  • Maria Carra Rose is a former HR consultant and local activist.

4th District — Southwest

City Council President Kristen Nye elected to not seek her third term, and Sarah Abubaker, the director of strategic communications at the Collegiate School, is running unopposed.

5th District — Central

Stephanie Lynch is running unopposed for her second full term.

6th District — Gateway

  • Ellen Robertson has represented the 6th District on the City Council for 20 years and won easily when facing past challengers.
  • Tavares Floyd lawyer and business owner.
  • Willie Hilliard is a local barber and president of the Brookland Park Boulevard Business Association.

7th District — East End

8th District — South Central

9th District — Southside

  • Nicole Jones was appointed to the City Council earlier this year to replace Del. Jones, who was elected to the General Assembly in November 2023.
  • Stephanie Starling is a customer service consultant and local activist.
