A 2026 report from the Virginia Department of Environmental Quality finds that aquifer compaction caused by long-term groundwater withdrawals is producing measurable land subsidence in parts of the Coastal Plain east of Interstate 95. When sustained pumping reduces water pressure within the aquifer sediments, the pore spaces collapse under the weight of overlying material, resulting in a permanent lowering of the land surface.
The study examined the Virginia Coastal Plain aquifer system under a directive from Senate Joint Resolution 25 of the 2024 General Assembly session. Multiple lines of evidence connect historical and ongoing withdrawals to both declining water levels and the physical compaction of aquifer materials. Once sediments compact, the loss of elevation and storage capacity is largely irreversible even if water levels later stabilize or recover.
Mechanisms of Compaction and Observed Effects
Large industrial withdrawals over decades, particularly from paper mills near Franklin and West Point, created extensive reductions in hydraulic pressure. These pressure declines contributed to inland water levels falling below sea level and to the reversal of natural flow patterns, with groundwater now moving inward toward industrial centers and downward through the layered system. The same pressure reductions allow the aquifer matrix to compress, producing the surface expression measured as land subsidence.
The confined Potomac aquifer accounts for approximately 70 percent of total reported and estimated withdrawals in the Eastern Virginia Groundwater Management Area. On the Eastern Shore, the Yorktown-Eastover system supplies about 95 percent of withdrawals. Combined use across both management areas shows industrial demand at 35 percent, private domestic at 34 percent, and public water supply at 26 percent. Private domestic withdrawals remain largely unpermitted and are estimated from census and water-use data.
Monitoring and Regional Context
The statewide groundwater observation well network, operated cooperatively by the Department of Environmental Quality and the U.S. Geological Survey, includes more than 440 wells. Many provide continuous water-level records that support analysis of long-term trends and related physical changes. Expansion of the network continues in both the Coastal Plain and areas west of Interstate 95. These data, together with historical records and modeling, form the basis for the findings on compaction and subsidence.
Land subsidence can alter surface drainage, increase relative flood risk, and affect infrastructure and property. The report notes that the conditions created by lowered water levels also raise the potential for saltwater intrusion, with localized increases in chloride concentrations documented in portions of Eastern Virginia and on the Eastern Shore. Regional-scale chloride patterns have remained relatively stable over longer periods, yet local trends linked to nearby pumping continue to be observed.
Regulatory Framework and Capacity Limits
The Ground Water Management Act of 1992 requires permits for withdrawals of 300,000 gallons or more in any month within designated management areas. The report describes the act’s results as mixed. Following the 2010 closure of the Franklin Mill and subsequent management actions, the annual overall groundwater deficit in the Potomac aquifer was reduced to nearly zero for about a decade. Regional levels rose and broadly stabilized until approximately 2021, after which rising trends stalled and signs of renewed decline appeared.
Modeling of future capacity shows limited remaining ability to accommodate significant new withdrawals. Hypothetical industrial demands of three million gallons per day failed to meet permit criteria at every tested location. Maximum allowable new volumes ranged from 360,000 gallons per day in Northumberland County to less than 30,000 gallons per day in several western regions near the Interstate 95 corridor.
Policy Considerations
The Department of Environmental Quality presents recommendations that include clarifying statutory authority to deny or reduce permits when alternative sources such as surface water or reuse are reasonably available, requiring local comprehensive plans in management areas to reflect groundwater constraints, and addressing scientific and legal questions before any groundwater trading program is considered. Managed aquifer recharge projects are noted as potential tools for future capacity enhancement.
The documented occurrence of land subsidence linked to aquifer compaction provides a technical foundation for decisions by the General Assembly, the State Water Control Board, and local governments. The findings confirm that long-term groundwater withdrawals have produced both hydraulic and physical changes in the Coastal Plain aquifer system, with implications for surface elevation, water availability, and long-term resource management across the region east of Interstate 95.
